Who Needs a License

Florida regulates professional engineers under Fla. Stat. § 489.105, which defines "engineer" as a person who offers or performs engineering services. Work requiring licensure includes design of structures, systems, or public works; consultation on construction projects; and preparation of plans and specifications.

Not all construction work requires an engineer. Florida exempts certain activities under Fla. Stat. § 489.103, including work performed by licensed contractors within their scope of practice, routine maintenance, and minor repairs that do not involve structural design or public safety systems.

How to Get Licensed

The Florida Construction Industry Licensing Board (CILB), established under Fla. Stat. § 489.107, does not directly issue professional engineer licenses. Professional engineers are regulated by the Florida Board of Professional Engineers under a separate statute (Fla. Stat. Chapter 471).

To practice engineering in Florida:

  1. Education: Complete a bachelor's degree in engineering from an ABET-accredited program or equivalent.
  2. Experience: Accumulate four years of progressive engineering experience under a licensed professional engineer.
  3. Examination: Pass the Fundamentals of Engineering (FE) exam, then the Professional Engineer (PE) exam.
  4. Application: Submit credentials to the Florida Board of Professional Engineers (not CILB).
  5. Military Credit: Fla. Stat. § 489.1131 allows credit for relevant military training and education toward experience requirements.
