Sewer/Water Licensing in Panama City, Florida

Who Needs a License

In Florida, individuals and businesses performing plumbing work—including installation, repair, and maintenance of sewer and water systems—must hold a valid license unless exempt. Florida Statute § 489.105 defines plumbing as "the practice of planning, designing, or supervising the installation, construction, maintenance, or repair of any of the systems, devices, and appliances for supplying or disposing of water, or for supplying gas for fuel or light, or for the removal of waterborne wastes."

Work on public water and sewer infrastructure in Panama City may also require contractor licensing under Fla. Stat. § 489.113, which establishes qualifications and restrictions for licensed contractors performing construction work.

How to Get Licensed

Florida licenses plumbing contractors through the Construction Industry Licensing Board under Fla. Stat. § 489.107. To qualify:

  1. Meet experience requirements – Typically 4 years of practical experience in plumbing work under a licensed plumber (Fla. Stat. § 489.113).
  2. Pass the state exam – Administered by the Department of Business and Professional Regulation (DBPR).
  3. Apply to DBPR – Submit your application, proof of experience, and exam scores to the state licensing authority.
  4. Obtain local Panama City permits – Once state-licensed, contact the Panama City Building Department to obtain city permits and verify local requirements before beginning work on water and sewer systems.

Refer to Fla. Stat. § 489.113 for complete qualification standards and any restrictions on your license classification.

Local Requirements

Panama City enforces local building and contractor requirements through the Panama City Municipal Code. Review the Panama City Municipal Code for ordinances specific to plumbing permits, inspections, and sewer/water system work within city limits.

Contact the Panama City Building Department to determine:
- Required local permits for your specific sewer/water project
- Inspection schedules and procedures
- Any local amendments to state licensing requirements
- Whether work falls under city or Bay County jurisdiction

Exemptions

Fla. Stat. § 489.103 exempts certain work from licensing requirements, including:
- Maintenance and repairs performed by property owners on their own single-family residential property
- Work performed by employees of the property owner solely on that owner's property
- Other limited exemptions defined in the statute

Work on municipal water and sewer systems or multi-unit properties typically does not qualify for exemptions and requires full licensing.
