Who Needs a License
Florida law requires licensers for professional engineering work. Under Fla. Stat. § 489.105, "professional engineering" means services or creative work requiring professional engineering training and judgment to protect the public welfare. This includes designing structures, systems, and infrastructure; preparing plans and specifications; and certifying construction compliance with engineering standards.
Work that involves determining how a structure will be built, calculating loads and safety factors, or stamping plans with a professional engineer seal requires licensure. Routine construction, maintenance, or repairs performed by unlicensed contractors do not constitute professional engineering.
How to Get Licensed
Professional engineering licenses in Florida are issued by the Construction Industry Licensing Board, established under Fla. Stat. § 489.107. The Board operates under the Department of Business and Professional Regulation (DBPR).
Step 1: Meet qualifications under Fla. Stat. § 489.113. You must hold a valid Fundamentals of Engineering (FE) exam pass or equivalent, have required work experience (typically four years under a licensed engineer), and pass the Professional Engineer (PE) exam for your discipline.
Step 2: Submit your application to DBPR with documentation of education, exam records, and work experience verification.
Step 3: Pass the PE exam administered by the National Council of Examiners for Engineering and Surveying (NCEES).
Step 4: Receive your Florida PE license and wall certificate.

Local Requirements
Cocoa Beach operates under its own Municipal Code. Review the Cocoa Beach Municipal Code for local engineering review, permitting, and inspection requirements that apply beyond state licensure. Permits for construction involving engineered work must be pulled through the Cocoa Beach Building Department. Contact the Building Department directly for current permit procedures, fees, and whether your project requires professional engineering certification.
Exemptions
Under Fla. Stat. § 489.103, certain work is exempt from licensure, including:
- Routine maintenance and repairs on existing structures
- Electrical, plumbing, or mechanical work performed by licensed contractors in those trades
- Design work performed by architects (who have separate licensure)
- Construction performed under direct supervision of a licensed professional engineer
