HVAC Licensing in Melbourne Village, Florida
Who Needs a License
Any person engaging in air conditioning work in Melbourne Village must hold a valid Florida air conditioning contractor license. Under Fla. Stat. § 489.105, an "air conditioning contractor" is defined as a person who undertakes, offers to undertake, proposes to undertake, or submits a bid to undertake work involving the installation, repair, renovation, or replacement of any air conditioning system.
This includes residential and commercial HVAC systems. Even if you are performing work as an employee of a licensed contractor, your employer must hold the license.
How to Get Licensed
Florida's Construction Industry Licensing Board, established under Fla. Stat. § 489.107, oversees air conditioning contractor licensing.
Step 1: Meet qualification requirements under Fla. Stat. § 489.113, which mandate:
- Four years of practical experience in air conditioning work, OR
- An equivalent combination of education and experience as approved by the Board
Step 2: Apply directly to the Construction Industry Licensing Board (not the town). Submit proof of experience, pass a business and law examination, and pass a trade examination specific to air conditioning.
Step 3: Obtain workers' compensation insurance as required by state law before the Board issues your license.
Contact the Florida Department of Business and Professional Regulation (DBPR) for current application procedures, examination schedules, and fees.
Local Requirements
Melbourne Village is located in Brevard County, Florida. Before beginning any HVAC work in the town, you must obtain a permit from the Melbourne Village Building Department. Contact the Melbourne Village Building Department to determine specific permit requirements and fees.
Refer to the Melbourne Village Municipal Code for local amendments, permit procedures, and any town-specific regulations that may apply beyond state licensing requirements.
Exemptions
Under Fla. Stat. § 489.103, certain work is exempt from licensing:
- Maintenance or repair work performed by the owner of residential property on their own property
- Work performed by employees of a licensed air conditioning contractor under direct supervision
- Installation of portable air conditioning units that are not permanently connected to a structure
Work on commercial property or rental residential property does not qualify for the owner-performed exemption and requires a licensed contractor.
