Who Needs a License

Florida law regulates persons who design, install, construct, or maintain water and sewer systems. Under Fla. Stat. § 489.105, a "contractor" in this context includes anyone performing work that affects public or private water supply, wastewater treatment, or distribution systems.

Work requiring licensure includes:
- Installation of water lines and connections
- Installation of sanitary sewer lines and connections
- Repair or alteration of existing water/sewer infrastructure
- Backflow prevention device installation
- Water treatment system design and installation

How to Get Licensed

Florida regulates construction trades through the Construction Industry Licensing Board under Fla. Stat. § 489.107. To obtain a water/sewer contractor license:

  1. Meet qualifications per Fla. Stat. § 489.113: You must demonstrate competency through either four years of experience in the trade within the past 10 years, or completion of an accredited educational program plus experience.

  2. Pass the state exam: The Construction Industry Licensing Board administers exams covering Florida Statutes Chapter 489 and trade-specific technical knowledge.

  3. Apply through CILB: Submit your application, proof of experience or education, and exam results to the state Construction Industry Licensing Board (not to Mims CDP directly).

  4. Obtain your state license: Once approved, you receive a Florida Construction License.
