HVAC Licensing in Satellite Beach, Florida
Who Needs a License
Any person engaging in the business of installing, servicing, or repairing heating, ventilation, and air conditioning systems in Satellite Beach must hold a valid Florida HVAC contractor license. Under Fla. Stat. § 489.105, "air conditioning contractor" is defined as a person who undertakes to, offers to, purports to, or is engaged in the business of installing, servicing, or repairing mechanical cooling and heating equipment.
This applies to work performed within Satellite Beach city limits, regardless of whether the contractor is based locally or elsewhere in Florida.
How to Get Licensed
Step 1: Meet Qualification Requirements
Per Fla. Stat. § 489.113, you must demonstrate competency through one of these paths:
- Four years of documented work experience as an air conditioning contractor or in air conditioning work under a licensed contractor, plus passage of the HVAC contractor exam; or
- A trade qualification from another state plus Florida exam passage.
Step 2: Apply to the State
The Florida Construction Industry Licensing Board, established under Fla. Stat. § 489.107, processes all HVAC contractor applications and administers the state licensing exam. Apply directly to the state board (not the city).
Step 3: Pass the Exam
You must pass the Florida HVAC contractor exam administered by the state board. The exam tests knowledge of installation, maintenance, and repair standards.
Step 4: Obtain City Authorization
Once you hold a valid state HVAC license, you must comply with Satellite Beach local permitting requirements before performing work in the city.
Local Requirements
Satellite Beach enforces building and trade regulations through its municipal code. Contractors must:
- Obtain permits through the Satellite Beach Building Department before beginning HVAC work
- Comply with all applicable provisions of the Satellite Beach Municipal Code
Contact the Satellite Beach Building Department to determine specific permit requirements, fees, and local amendments to state law. The city may have additional insurance, bonding, or inspection requirements beyond state minimums.
Exemptions
Per Fla. Stat. § 489.103, the following are exempt from HVAC licensing:
- Installation or repair of window air conditioning units
- Replacement of thermostats or other minor components that do not require structural modification
- Persons employed by the manufacturer of air conditioning equipment for purposes of installation or servicing under the manufacturer's warranty
Work performed by homeowners on their own residential property may fall outside licensing requirements; however, verify this interpretation with the Satellite Beach Building Department before proceeding.
