Sewer/Water Licensing in Arcadia city, Florida
Who Needs a License
In Florida, any person engaged in the business of installing, constructing, altering, or repairing public or private water and sewer systems must hold a valid license issued by the Construction Industry Licensing Board (CILB). [Fla. Stat. § 489.113] Work on potable water distribution systems, wastewater collection and treatment systems, and related infrastructure falls under regulated construction activity and requires licensure.
The state defines this work under the category of "contractor" and specifies qualification requirements based on experience, education, and examination. [Fla. Stat. § 489.105, § 489.113]
How to Get Licensed
Step 1: Verify you meet the qualifications. [Fla. Stat. § 489.113] requires applicants to demonstrate:
- Practical experience in the trade (typically 4 years for a Class B contractor, 5 years for Class A)
- Knowledge of Florida Building Code provisions related to water and sewer work
- Financial responsibility and good moral character
Step 2: Apply with the Construction Industry Licensing Board, which is the sole issuing authority for all construction licenses in Florida. [Fla. Stat. § 489.107] Applications are submitted to the Department of Business and Professional Regulation (DBPR).
Step 3: Pass the CILB examination covering code knowledge, business practices, and technical competency specific to water and sewer construction.
Step 4: Upon approval, obtain your license and register with the state before performing work in Arcadia.
Local Requirements
Arcadia city requires all construction work, including sewer and water installation, to comply with local permitting and inspection procedures. Contact the Arcadia Building Department to obtain local building permits before beginning work. State licensure is required, but local permits are separate and mandatory.
Refer to the Arcadia Municipal Code for local amendments, setback requirements, inspection protocols, and any additional standards Arcadia has adopted beyond state law. DeSoto County may also maintain concurrent jurisdiction; verify with the Building Department which authority has final approval over your specific project location.
Exemptions
The following are exempt from licensure under [Fla. Stat. § 489.103]:
- Work performed on your own single-family residence (owner-builders)
- Licensed public utilities performing utility work on their own systems
- Employees working under direct supervision of a licensed contractor
- Certain maintenance and repair work performed by property owners on their own property, as narrowly defined
However, exemptions do not eliminate local permitting requirements. Contact Arcadia Building Department for clarification on whether your specific work qualifies as exempt.
