PART 1. - STATE LAW
Sec. 341.101. - Water conservation regulations.
(a)
All new construction and all remodeling or repair involving replacement of fixtures in residential, hotel, motel, industry or commercial use shall utilize fixtures conforming to the following schedule of maximum water usage based on water pressures at the fixture of 40 to 50 pounds per square inch (psi): EXPAND Type Fixture Maximum Flow Rate Water closets, tank type 2.0 gallons per flush Water closets, flushometer or flushvalve type 2.0 gallons per flush Water closets, wall mount 3.5 gallons per flush Urinals 1.0 gallon per flush Showerheads 2.5 gallons per minute Lavatory faucets 2.0 gallons per minute Sink faucets 2.5 gallons per minute
(b)
No urinal or water closet that operates on a continuous flow or continuous flush shall be permitted unless fitted with time controls adjusted for periods of use.
(c)
The use of standard flush toilets may be allowed, when, in the opinion of the Building Official the configuration of the building drainage system requires a greater quantity of water to adequately flush the system.
(d)
Any person desiring to install any device or appliance as set out above shall be required to submit to the Building Official a manufacturer's data sheet defining the water use characteristics of the plumbing devices or appliances prior to final inspection.
(e)
If a particular fixture listed above is not available from at least two suppliers, the Building Official may accept a signed, notarized Certification of Non-Availability from the plumbing contractor and allow a standard plumbing fixture to be used. The notarized Certification of Non-Availability shall be signed by the fixture suppliers.

Sec. 341.102. - Adoption of the Journeymen Requirements of Chapter 321, Municipal Code.
The journeymen requirements of Sections 321.105, 321.106, 321.107 and 321.108 of Chapter 321 of the City of Jacksonville Municipal Code are adopted by this Code and its provisions and requirements as related to the activities of journeymen shall be enforced by the Building Official.

PART 2. - GENERAL PROVISIONS
Sec. 341.201. - Installation standards.
All plumbing construction, including the installation, maintenance, extension and alteration of a system, shall be designed and installed in accordance with the provisions of this Chapter and, on matters not detailed in this Chapter, shall conform with the approved standards of good practice established by Chapter 338 for Section 341.201.

Sec. 341.202. - Plumbing permit required.
Except for minor repairs that do not involve the changing of fixtures or piping, no plumbing work shall be commenced until a permit has been obtained in accordance with Part 4, Chapter 320. The permit shall be kept on the site of the plumbing work and exhibited upon request by the Building Official.

Sec. 341.203. - Certified plumbers required.
Except as provided in Section 320.402 and as required by laws establishing the qualifications of plumbers, no plumbing work shall be done by a person who does not hold a current certificate of competency as a plumber.

Sec. 341.204. - Supply water.
It shall be unlawful to use or permit the use of or to supply water from a source for a water piping system, plumbing fixtures or plumbing in a building or structure until the inspections required by Section 320.504(c) have been made and approval has been granted by the Building Official. The Building Official may give temporary permission for a reasonable time to supply and use water for testing and construction purposes in part of a plumbing installation before the installation has been fully completed and a certificate of inspection issued.

Sec. 341.205. - Solar hot water heaters.
A device, tank, heater, collector, piping or other equipment which is designed or installed to heat or cool the air or the domestic water supply in a building by the utilization of solar energy and is directly connected to the potable water system shall comply with all provisions of this Building Code for plumbing, including the requirement for a plumbing permit for installation.

PART 3. - TESTING
Sec. 341.301. - Testing of plumbing systems.
In addition to inspections required by Part 5, Chapter 320, plumbing systems shall be tested as provided in this Part. It shall be the responsibility of the holder of a plumbing permit to request an inspection of the testing in accordance with Section 320.502 and to furnish all equipment, material and labor for the conducting of tests.

Sec. 341.302. - Test of drainage and vent system.
(a)
Piping of the plumbing system, including interior leaders and downspouts, shall be tested with water or air. After the fixtures have been set and their traps filled with water, the entire drainage system shall be submitted to final tests. The Building Official may require the removal of a cleanout to ascertain if the pressure has reached all parts of the system.
(b)
The water test shall be applied to the drainage system either in its entirety or in sections. If applied to the entire system, all openings in the piping shall be tightly closed, except the highest opening, and the system filled with water to the point of overflow. If the system is tested in sections, each opening shall be tightly plugged, except the highest openings of the section under test, and each section shall be filled with water but no section shall be tested with less than a ten-foot head of water. In testing successive sections, at least the upper ten feet of the next preceding section shall be tested so that no joint or pipe in the building (except the uppermost ten feet of the system) shall have been submitted to a test of less than a ten-foot head of water. The water shall be kept in the system or in the portion under test for at least 15 minutes before inspection starts; the system shall then be tight at all points.
(c)
The air test shall be made by attaching an air compressor or testing apparatus to a suitable opening and, after closing all other inlets to and outlets from the system, forcing air into the system until there is a uniform gauge pressure of five pounds per square inch or sufficient to balance a column of mercury ten inches in height. This pressure shall be held without introduction of additional air for a period of at least 15 minutes.
(d)
The final test of the completed drainage and vent system shall be visual and in sufficient detail to insure that the provisions of this Building Code have been complied with; provided, that for cause the plumber may be required to subject the plumbing to either a smoke or peppermint test. Where the smoke test is prescribed, it shall be made by filling all traps with water and then introducing into the entire system a pungent, thick smoke produced by one or more smoke machines. When the smoke appears at stack openings on the roof, they shall be closed and a pressure equivalent to a one-inch water column shall be built and maintained for 15 minutes before inspection starts. Where the peppermint test is prescribed, two ounces of oil of peppermint shall be introduced for each line or stack.

Sec. 341.303. - Test of water supply system.
Upon completion of a section or of the entire water supply system, it shall be tested and proved tight under a water pressure not less than 25 pounds above the working pressure under which it is to be used. The water used for tests shall be obtained from a potable source of supply.

Sec. 341.304. - Test of building sewer.
The test of the building sewer shall be accomplished by installing a teebranch at the point of connection to the public sewer and inserting a test plug. The building drain shall be filled with water from the test plug to the level of a toilet on the first floor and the drain shall hold the water at this level for a period of ten minutes. In addition to the water test, a ball three-quarters of an inch less in diameter than the building sewer shall be passed through the drain from the last stack farthest from the street to the tee-branch installed at the public sewer connection.
