PART 2. - COMBINED GOVERNMENTAL UTILITY SERVICES BILLING
Sec. 40.201. - "Governmental utility services" defined.
As used in this part, governmental utility services includes sewer services furnished by or through the sewerage system, water services furnished by or through the water system of JEA and the Water and Sewer Expansion Authority and electricity furnished by or through the electric system of the JEA, or any of them.

Sec. 40.202. - City—JEA agreement.
The Mayor is authorized to negotiate on behalf of the City and present to the Council for approval a contract with the JEA to establish a combined utility services billing system for governmental utility services, including the following subjects:
(a)
Preparation of combined bills, including clerical and data processing operations.
(b)
Combined meter reading.
(c)
Combined customer services.

Sec. 40.203. - Combined utility services bill required.
Whenever a single customer or premises receives two or more governmental utility services, the Tax Collector shall collect payment on a single, combined bill for the total charges for all the governmental utility services furnished to the customer or premises. The bill shall itemize separately the charges for each governmental utility service included therein but the user of the services shall be required to pay all the charges at the same time and shall not be permitted to pay any of the charges included therein without payment of all of the other charges on the bill.

Sec. 40.204. - Effect of partial payment and nonpayment.
The Tax Collector may accept partial payment of combined governmental utility services bills. In the absence of designation by the payor of the utility service or services to which the partial payment is to be applied, a partial payment accepted shall be a partial payment of each of the governmental utility service charges included in the bill in the same proportion as each governmental utility service charge included in the bill bears to the total of all the charges. Upon failure to pay all the charges furnishing the utility services, the governmental bodies shall have the same rights and remedies as they would have applied if each governmental utility service charge had been billed separately.

PART 3. - COLLECTION AGENTS FOR ELECTRIC AND WATER UTILITY BILLS
Sec. 40.301. - Tax Collector authorized to appoint agents.
For so long as the Tax Collector shall be responsible therefor, the Tax Collector is authorized to appoint and contract with agents to collect and receipt for utility bills for electric accounts of the JEA and water and sewer accounts of the JEA and the Water and Sewer Expansion Authority upon such terms and conditions as the Tax Collector may prescribe and to revoke these appointments and contracts at will; but the exercise of this authority shall not relieve the Tax Collector of the responsibility for accounting for the moneys collected by the agents on the bills.

Sec. 40.302. - Bond and insurance coverage.
Before the Tax Collector appoints a person as a collection agent for the collection and receipt of utility bills, the Tax Collector shall obtain and file with the Corporation Secretary a faithful performance bond, in a form approved by the Office of General Counsel, and a broad form money and securities policy, in a form approved by the Office of General Counsel. The bond and the policy shall each be in an amount determined by the Tax Collector to be a fair representation of the approximate amount of money received by the agent daily, but in no event in an amount less than $1,000.

Sec. 40.303. - Advertisement.
The agents so designated may advertise the fact that they are authorized agents for the collection of water and sewer bills rendered by the JEA and the Water and Sewer Expansion Authority and electricity bills rendered by the JEA. It shall be unlawful for a person in the City to advertise or represent or induce another person to believe that he is an authorized agent for collecting water, sewer or electricity bills, unless he is then and there an authorized agent appointed by and having a valid contract with the Tax Collector.

Sec. 40.304. - Transmittal of receipts.
Each collection agent shall transmit to the Tax Collector at the close of each business day the moneys received by him for that particular day and attach thereto the stubs for which he has issued a receipt. Each transmittal shall be accompanied by a report which shall state the number of items handled that day by the collection agent and the amount of money received by him.

Sec. 40.305. - Compensation.
The Tax Collector is authorized to compensate designated collection agents at the rate of $0.10 an item collected by the collection agent. The Tax Collector shall keep records of the number of items collected each day by the collection agents and shall pay each agent on a monthly basis according to the number of items collected during that month.
