PART 1. - RENEW ARLINGTON COMMUNITY REDEVELOPMENT AGENCY ADVISORY BOARD
Sec. 53.101. - Establishment.
There is hereby established a board to be known as the Renew Arlington Community Redevelopment Agency Advisory Board (hereinafter known as the "Advisory Board") to act as an advisory body for the Renew Arlington Community Redevelopment Agency ("Agency" or "RA/CRA").

Sec. 53.102. - Membership; appointment and removal; terms of office.
(a)
The Advisory Board shall consist of nine members to be appointed within the following categories with preference given to persons that reside or work within the Renew Arlington Community Redevelopment Area:
(1)
Category 1: One member shall be a representative of the planning, landscape architecture or architecture fields.
(2)
Category 2: One member shall be a business owner within the CRA boundary.
(3)
Category 3: One member shall be in the banking, insurance, or finance profession.
(4)
Category 4: One member shall be from the marketing, public relations, or advertising profession.
(5)
Category 5: Two members shall be citizens representing the general public that live within a one-mile radius of the CRA boundary, and east and south of the river.
(6)
Category 6: One member shall be in the public policy/economic development profession, but shall not be a registered lobbyist with the City of Jacksonville.
(7)
Category 7: Two members shall own at least one commercial parcel within the CRA boundary.
(b)
Members shall be appointed and confirmed as follows:
(1)
Each member for Categories 1 and 3 and one member from Categories 5 and 7 shall be appointed by the Council President and confirmed by the Council; and
(2)
Each member for Categories 2, 4, and 6, and one member from Categories 5 and 7 shall be appointed by the Mayor and confirmed by the Council.
(c)
Members shall be appointed for four-year staggered terms, expiring December 31; but shall serve until their successor shall have been appointed and confirmed. Of the initial appointments, four members (Categories 1, 2 and 7) shall serve four-year terms, two members (Categories 3 and 4) shall serve three-year terms, and three members (Categories 5 and 6) shall serve two-year terms. No member shall serve for more than two consecutive full terms; but appointments to fill vacancies for partial terms (less than 50 percent of a full term) and initial appointments under the preceding sentence for less than four years shall not be deemed to be full terms.
(d)
Members shall serve at the pleasure of the appointing authority and may be removed at any time in the same manner in which the member was appointed and confirmed, in accordance with Section 50.104, Ordinance Code.

Sec. 53.103. - Functions, powers and duties.
The Advisory Board shall serve in an advisory capacity to the Agency. The City Council sits as the Agency for the Renew Arlington Community Redevelopment Area, pursuant to F.S. § 163.357. In addition to such powers, duties and authority as may be set forth elsewhere in the Ordinance Code, the Advisory Board has the duty and authority to:
(a)
Review and make recommendations to the Agency on proposed changes to the CRA Plan or amendments thereto.
(b)
Review and make recommendations to the Agency on all proposed road closures and zoning or land use proposals regarding properties located within the CRA boundary.
(c)
Review and make recommendations to the Agency on plans and programs developed by the Office of Economic Development regarding the CRA Plan.
(d)
Create By-Laws for the conduct of business of the Advisory Board.
(e)
Be required to attend Ethics Training as required by Section 50.109, Ordinance Code.

Sec. 53.104. - Organization and proceedings.
(a)
Officers. The Advisory Board shall select a chairperson and vice-chairperson from among its members to serve for a one-year term commencing in January and may create and fill such other offices as it may deem necessary or desirable.
(b)
Rules of Procedure. The Advisory Board shall establish rules of procedure necessary to its governing and the conduct of its affairs, consistent with the applicable provisions of the Ordinance Code.
(c)
Voting; quorum. All decisions and recommendations of the Advisory Board shall require a concurring vote of a majority of the members present. Five members shall constitute a quorum. Tie votes shall result in the subject agenda item being continued to the next meeting of the Advisory Board.
(d)
Administrative support. The Advisory Board shall receive staff support from the Office of Economic Development.
(e)
Meetings. The Advisory Board shall meet every month. All meetings shall be open to the public and members of the public shall be given a reasonable opportunity to be heard on a proposition before the Advisory Board, in accordance with F.S. § 286.0114.
(f)
Notice. Notice of meetings shall be posted two days in advance on the City of Jacksonville web events calendar. No other advertisement or notification is required.
(g)
Compensation. Members shall serve without compensation, pension or retirement benefits; however members may be compensated for travel expenses as provided in Chapter 106, Part 7, Ordinance Code.
(h)
Compliance. The Advisory Board shall be subject to the provisions of Chapter 50 and 58, Ordinance Code, except as may be otherwise set forth in this Chapter.

Sec. 53.105. - Sunset Provision.
This Section shall sunset on December 31, 2035, unless, prior to the Sunset date, the City Council shall pass legislation to extend the Advisory Board.

PART 2. - KINGSOUTEL CROSSING COMMUNITY REDEVELOPMENT AGENCY ADVISORY BOARD
Sec. 53.201. - Establishment.
There is hereby established a board to be known as the KingSoutel Crossing Community Redevelopment Agency Advisory Board (hereinafter known as the "Advisory Board") to act as an advisory body for the KingSoutel Crossing Community Redevelopment Agency.

Sec. 53.202. - Membership; appointment and removal; terms of office.
(a)
The Advisory Board shall consist of seven members to be appointed within the following categories with preference given to persons that reside or work within the KingSoutel Crossing Community Redevelopment Area:
(1)
Category 1: One member shall be a representative of the planning, landscape architecture or architecture fields.
(2)
Category 2: One member shall be in the banking, insurance, or finance profession.
(3)
Category 3: One member shall be from the engineering or construction management profession.
(4)
Category 4: Four members shall be citizens representing the general public that live within one mile of the CRA boundary.
(b)
Members shall be appointed and confirmed as follows:
(1)
Each member for Categories 1, 2 and 3 shall be appointed by the Council President and confirmed by the Council; and
(2)
Each member for Category 4 shall be appointed by the Mayor and confirmed by the Council.
