Sec. 616.101. - Street signs.
It shall be unlawful and a class B offense for any person to place any sign on any sidewalk or street in the City where the sign obstructs or tends to obstruct the use of the street or sidewalk.

Sec. 616.102. - Bicycle racks on sidewalks.
A bicycle rack shall not be placed on any sidewalk or in the space between the sidewalk and the roadway of any street without obtaining a permit from the City for that purpose. The City may grant a permit under such terms and conditions as determined for the protection of the interests of the City. Violation of this Section shall constitute a Class C offense.

Sec. 616.103. - Barbed-wire fences on streets.
It shall be unlawful and a class C offense for any person to use barbed wire for any fronting on any of the streets or sidewalks of the City.

Sec. 616.104. - Stringing wires across street, alley, etc.
It shall be unlawful and a class A offense for any person, not a licensed electrician or a person duly authorized so to do, to string any wires for use as radio aerial wires or for any other purpose across any street, alley or other public place in the City.

Sec. 616.105. - Trees, shrubbery, etc., not to be planted near intersections.
It shall be unlawful and a class A offense for any person to plant any trees, shrubbery or other plants on any public property or parkways within 15 feet each way from the corner point at the intersection of streets.

Sec. 616.109. - Building fire or burning trash in street.
It shall be unlawful and a class B offense for any person to build a fire or burn trash on any street in the City.

Sec. 616.110. - Cleaning or putting slippery substances on sidewalk in commercial district.
No person shall scrub, wash or otherwise wet down a sidewalk in a commercial district of the City, as defined in the Zoning Code, except between the hours of 10:00 p.m. and 7:00 a.m., nor throw, put or permit any soapsuds or other slippery substance to fall upon a sidewalk in a commercial district of the City. Violation of this Section shall constitute a class B offense.

Sec. 616.112. - Damaging lights on streets.
It shall be unlawful and a class B offense for any person to damage or injure any light or light fixture on the streets of the City, whether the same is owned by the City or by a private individual and placed on the street by permission of the City.

Sec. 616.113. - Unlawful use of public access ramps or access ramps for handicapped persons.
(a)
It shall be unlawful for any person to use a bicycle, skateboard or roller skates on public access ramps or access ramps for handicapped persons providing pedestrian access to a building.
(b)
It shall be unlawful for the parent, legal guardian or custodian of a minor child to suffer or permit the child to violate the provisions of subsection (a) of this Section.
(c)
Violation of this Section shall constitute a class A offense.

Sec. 616.118. - Skateboarding prohibited in certain areas.
(a)
It shall be unlawful for any person to operate a skateboard on private property within a business, commercial or industrial area of the City where such area has been designated by the owner, manager or lessee of the private property as an area where skateboarding is prohibited by the posting and placement of a sign in a prominent location thereon which states "NO SKATEBOARDING ALLOWED. SECTION 616.118 MUNICIPAL CODE. $25 FINE." in letters not less than two inches high.
(b)
It shall be unlawful for a parent, legal guardian or custodian of a minor child to suffer or permit the minor child to operate a skateboard in violation of subsection (a) of this Section.
(c)
Violation of this Section shall constitute an offense against the City and shall be punishable by a fine of $25 for the first violation and $50 for the second or any subsequent violation thereof.
(d)
The Office of the Sheriff shall be responsible for enforcement of the provisions of this Section in those areas where the appropriate sign has been posted as required by subsection (a) of this Section.

Sec. 616.119. - Swimming prohibited in St. Johns River where posted.
(a)
It shall be unlawful for any person to swim in the St. Johns River from City-owned property in areas designated as no-swimming zones by the Parks, Recreation and Community Services Department, unless the event has been authorized by City permit. The Public Works Department and the Parks, Recreation and Community Services Department shall post signs at appropriate locations on City-owned property which shall read "NO SWIMMING ALLOWED, SECTION 616.119 MUNICIPAL CODE, $25 FINE" in letters not less than two inches high.
(b)
Violation of this Section shall constitute an offense against the City and shall be punishable by a fine of $25 for the first violation and $50 for the second or any subsequent violation thereof.
(c)
The Office of the Sheriff, the Florida Marine Patrol, and the Florida Game and Freshwater Fish Commission shall each have the authority to enforce the provisions of this Section.
