Sec. 671.101. - Title and citation.
This Chapter shall be known as the "Community Automatic External Defibrillator Program" for Duval County.

Sec. 671.102. - Findings and purpose.
Pursuant to F.S. § 125.01(1)(e), the Council of the City finds that it is empowered to provide ambulance and emergency medical services. Pursuant to Article VIII of the Constitution of the State of Florida, the Council further finds it has the authority to exercise broad home rule powers and as such finds that it is in the best interest of the citizens of the County to enact this Chapter.
It is the purpose of this Chapter to create the Community Automatic External Defibrillator Program which will establish requirements and procedures for use and training requirements and procedures for automatic external defibrillators (hereinafter known as "AED's").

Sec. 671.103. - Applicability.
Hospitals, as defined in F.S. § 395.002(12), are exempt from the provisions of this Chapter.

Sec. 671.104. - Requirements and procedures.
The following shall be the requirements and procedures for use and training of the AED program:
(a)
No AED shall be used in the County without first complying with the requirements and procedures set forth in this Section.
(b)
Any entity in possession of an AED shall register with the Jacksonville Fire and Rescue Department the existence and location of the AED, said registration to include:
(i)
Name of business;
(ii)
Number of AEDs on premise;
(iii)
Location of AED(s);
(iv)
Type and manufacturer of the AED(s); and
(v)
Documentation that all persons who will use an AED have had appropriate training, to include completion of a course in cardiopulmonary resuscitation or successful completion of a basic first aid course that includes cardiopulmonary resuscitation training, and demonstrated proficiency in the use of an AED.
(c)
Any person who uses an AED is required to activate the emergency medical services system (9-1-1) as soon as possible upon use of the AED.
