Sec. 106.215. - Supplemental appropriation and revenue reduction limitations.

(a) All supplemental appropriations, regardless of by whom proposed, shall conform to the following requirements: (1) Appropriations shall be budget neutral for the then current fiscal year; (2) Appropriation ordinances shall provide a certification that funds appropriated in said ordinance are either funded from non-city grant revenues or matched with identified balancing expenditure reductions. (3) This subsection (a) shall not apply to appropriations from reserves/contingencies. (b) All appropriations from General Fund Operating Reserves (e.g. fund balance) or from any contingency from any fund (which do not include the Emergency Reserve), with the exception of the Federal Matching Grant Contingency, the Continuation Grant Match Contingency, the F.I.N.D. Grant Match Contingency, and the Executive Operating Contingency, shall require the approval of two-thirds of the Council members present. Any waiver by ordinance of this Section shall require the approval of two-thirds of the Council Members present. For purposes of this Section, the number of Council Members present shall mean all Council Members present and counted for purposes of determining a quorum, regardless of any voting abstentions. (c) Any ordinance providing for a reduction in previously budgeted revenue shall also provide for a matching reduction in recurring expenditures.
