Sec. 106.301. - Approval of Mayor required for certain appropriation requests.

The approval of the Mayor shall be required for all appropriation requests initiated by any agency, except the Council for appropriations or transfers of its operating funds or of budgeted reserve funds (except the Executive Operating Reserve) and except independent agencies, before the requests submitted to the Council.
