Sec. 106.311. - Preferred items.

All funds appropriated for the purpose of paying interest and principal on bonds, revenue certificates, certificates of indebtedness, and other indebtedness of the City and the independent agencies, for the fiscal years for which such funds are appropriated, shall be fixed and preferred items and shall be given preference above all other appropriations made by any ordinance.
