Sec. 106.312. - Lapse of appropriations.

All appropriations, including renewal and replacement reserve funds, remaining unencumbered and unimpounded at the expiration of the fiscal year for the City and each independent agency shall lapse, except that: (a) Unencumbered and unimpounded appropriations for the capital improvement projects listed in the ensuing fiscal year budget ordinance as capital improvement projects not lapsed, shall not lapse, as provided in Section 106.309 . (b) Unencumbered and unimpounded appropriations for programs and activities which are funded in whole or in part by federal or State funds shall not lapse until the expiration of the term of the grant for which a budget has previously been approved by the Council, unless extended pursuant to Section 106.411 . (c) Unencumbered and unimpounded appropriations for special water extensions, special sewer extensions, nonregional wastewater treatment plant phase out revolving, and the water and sewer revolving funds shall not lapse.
