Sec. 106.322. - Equipment rental and repairs.

No appropriation for rental, repair or maintenance of equipment or for microfilming supplies or services shall be encumbered or expended without the prior approval of the Director of Finance and Administration or his designee and, with respect to repair only, the Budget Officer. Except for appropriations for the Council, no appropriation for rental, purchase or use of printing, duplicating or copying equipment shall be encumbered without the prior written approval of the Director of Finance and Administration and the Budget Officer. Each equipment lease or lease-purchase agreement to be entered into by the City shall, before it is executed on behalf of the City, be examined by the Director of Finance and Administration or his designee and the Budget Officer to determine whether it would be more economical to purchase the property outright, and no such agreement shall be executed on behalf of the City unless it is approved by the Director of Finance and Administration or his designee and the Budget Officer as being in the best interest of the City to enter into such agreement.
