Sec. 106.601. - Certification of payrolls required.

No officer or employee of the City shall make or approve or take any part in making or approving any payment for personal service to any officer or employee of the City, unless the payroll voucher or account of such pay bears the certification of the Director of Employee Services Department or of his authorized agent that the persons named therein have been appointed and employed within available appropriations and authorized budgetary positions and in accordance with: (a) In the case of persons required to be under the civil service system, the provisions of the civil service law, the classification and pay plans and the rules of the Civil Service Board. (b) In the case of other persons, the provisions of applicable laws, ordinances, personnel regulations and executive orders.
