Sec. 108.309. - Development and use of communications systems and services.

(a) No agency shall develop or implement or contract to develop or implement new communications systems or major modifications to existing communications systems or acquire a communications system by purchase, lease or otherwise, except upon the recommendation of the Communications Officer and the approval of the Director of Finance and Administration. (b) No agency shall utilize communications services from a source other than the Communications Division, except upon the recommendation of the Director of Central Services and with the prior approval of the Council.
