Sec. 111.135. - Individual Venue-Related Enterprise Fund.

(a) With the 2006-2007 budget development (effective October 1, 2006), the City is re-establishing the individual venue-related Enterprise Fund (Business Unit), which will provide for improved accountability for facility (venue) performance. The separate Enterprise Funds will be established for the Jacksonville Veterans Memorial Arena, Baseball Grounds of Jacksonville, Convention Center, Football Stadium (currently EverBank Field), Amphitheater, Covered Flex Field, Times-Union Center for the Performing Arts Center and Ritz Theatre and LaVilla Museum. (b) The use of such trust fund revenues will be controlled by the initial authorizing ordinances, as may be amended from time to time, as to primary and/or secondary uses therefore. (c) The City is electing to align the operating and event related cost, related debt service, specific trust fund revenues and General Fund operating and/or debt service subsidy with each individual facility. Additionally, since the revenue pledge to repay the facility related borrowing may be General Fund and/or Better Jacksonville Plan dollars, the Enterprise Fund will reflect these debt service related contribution as non-operating revenues. The contract operator's operating, administrative and overhead cost will be reasonably allocated to each facility on an equitable basis conceptually pre-approved by the Chief Financial Officer.
