Sec. 111.365. - Teen Driver Special Revenue Fund.

There is created within the General Trust and Agency Fund a special revenue fund account to be known as the Teen Driver Special Revenue Fund (the "Fund"). The Sheriff shall deposit into the Fund donations and contributions of money, including gifts and grants, which are received by the Jacksonville Sheriff's Office ("JSO") or by the City on behalf of the JSO, for use toward achieving the purposes, functions and goals of the Fund, which are to provide funding for instructor overtime compensation and instructional materials for the "Teen Driver Challenge Program," a 12-hour driving class for young drivers 16 to 19 years of age offered by the Jacksonville Sheriff's Office. All sums placed into the Fund, which shall include all interest earned or accrued thereon, are hereby appropriated to the JSO for its use for the maintenance and operation of the Teen Driver Challenge Program, and these appropriations shall not lapse at the close of any fiscal year but instead shall carry over to the next fiscal year. The Director of Finance and Administration, or his designee, is authorized and directed to make disbursements from the Fund upon the written requisition of the Sheriff, or his designee, subject to the availability of funds in the Fund upon appropriation and approval of Council. The Sheriff, or his designee, is authorized to negotiate and execute, in accordance with the provisions of Chapter 126 , Ordinance Code, contracts and agreements which are necessary to achieve the purposes, functions and goals of the Fund; provided, however, that the Director of Finance and Administration shall certify on such contracts or agreements that there are current funds available in the Fund to fund the contract or agreement, and provided further that the Office of General Counsel shall approve such contracts and agreements as to form. Nothing in this Section shall prohibit or otherwise limit any appropriations which may be made by the Council to the Fund for use toward achieving its purposes, functions and goals. (Ord.
