Sec. 111.405. - Travel Trust Fund.

There is created a Travel Trust Fund ("the Fund"), a permanent trust fund of the City, into which shall be deposited all grant funds, donations, or gifts received by the City for use towards achieving the goals and purposes of the Fund. The monies deposited in this trust fund and all interest accrued thereon shall be utilized and expended, solely for the reimbursement of travel related expenses for City employees and officers for travel on City business. Monies deposited in this trust fund shall be considered appropriated for such purposes and available for expenditure notwithstanding fiscal years and shall not lapse at the end of any fiscal year. Expenditures from this trust shall not exceed actual revenues received at any time. The Director of the Finance and Administration Department is authorized and directed to make disbursements from this trust fund upon the written request of a City Department or Agency, approval of the Mayor's Budget Review Committee, and upon proof of travel on City business. Only airfare, mileage, transportation, lodging, meals, registration and accommodations in compliance with the City's travel policy shall be approved for reimbursement. Furthermore, the Director of the Finance and Administration Department shall be responsible for maintaining all required accounting records, making the proper disbursements, and providing any required financial information, including notifying City Council, of the exhaustion of funds available for expenditure in this trust fund. The Finance and Administration Director shall provide a report to the Finance Committee, pursuant to Council Rule 2.214, every June 1 and December 1 as to the disposition of the monies of the Fund, including the recipients of the travel reimbursement, amounts, destinations, and certification that the travel was authorized and complies with this Section.
