Sec. 111.460. - Sign Enforcement Fund.

There is created within the General Fund an account to be known as the Sign Enforcement Fund, into which shall be deposited all sign application and renewal fees and fines collected or levied pursuant to Chapters 320 and 326, Ordinance Code. The funds shall be devoted exclusively to purchase of materials for enforcement of the City's sign ordinances, for paying employees hired to enforce those ordinances, and for expenses incurred in such enforcement. Such employees shall be existing employees within the Building Inspection Division, or new employees hired on a temporary hours or special purpose employee contract basis until such time as the Council may increase the employee cap by further ordinance to create permanent positions for them. The Director of Finance and Administration is authorized and directed to make disbursements from this Fund, after Council appropriation, upon written requisition of the Chief of Building Inspection Division, for such purposes. To the extent that disbursements are made, the funds disbursed shall be appropriated for the purpose of disbursement and shall be considered a part of the budget of the Building Inspection Division. The Chief of Building Inspection Division shall make a report annually to the Council concerning the utilization of these funds, including therein the status of enforcement efforts, number of signs permitted, staffing levels and staffing requirements, specific problems encountered, and the status of all nonconforming signs and procedures being utilized to assure conformance or to remind nonconforming sign owners of the schedule for conformance and conformance requirements.
