Sec. 111.920. - Homelessness Initiatives Special Revenue Fund.

(a) Special Revenue Fund Created. There is hereby created the Homelessness Initiatives Special Revenue Fund (the "Fund"), into which all gifts, donations, contributions, grants, state and federal funding, and other funding received by the City for programs, initiatives, or services for Duval County's homeless or chronically unhoused populations, with the exception of funding received, from any source, for the Homelessness Diversion Special Revenue Fund outlined in Section 111.270 , or for a specific identified program, initiative, or service, shall be deposited. All sums placed into the Fund, which shall include all program income and interest earned or accrued thereon, shall not lapse at the close of any fiscal year but instead shall carry over to the next fiscal year. Subject to appropriation by the Council, the Director of Finance and Administration, or his or her designee, is authorized and directed to make disbursements from the Fund upon the written request of the Director of the Department charged with overseeing the homelessness initiative for which funding is sought to provide assistance with neighborhood and Citywide initiatives to address homelessness and chronic homelessness. (b) Funding for homelessness initiatives through economic development incentives. Homelessness is an issue of critical concern in Duval County and the identification of appropriate funding sources to aid in the administration of various homelessness initiatives undertaken by the City and its community partners is vital to the City's success in addressing homelessness. To that end, the Council has determined it appropriate to designate a portion of funding approved annually for certain economic development agreement incentives to be set aside in each annual budget for deposit in the Fund. For the purposes of this Section, "economic development agreement incentives" shall be defined as any monetary commitment made by the City on behalf of or for the benefit of a developer or development through an economic development agreement. For projects located outside of the geographical boundaries of an established Community Redevelopment Area, as defined by F.S. § 163.340, the City shall designate funding equal to four percent of the approved economic development agreement incentives approved during a calendar year for inclusion in the next annual budget. This funding may come from General Fund revenues or other designated funds. The complete first year of funding for this Section will be calendar year 2023. As an example, if the combined amount of economic development agreement incentives approved by the City Council during the calendar year 2023 equaled $300,000,000, the fiscal year 2024-2025 budget proposal shall include $12,000,000 of funding to be deposited in the Fund for expenditure in accordance with this Section.
