Sec. 116.911. - Employee relations program.

(a) The Director of Employee Relations, the General Counsel, the Director of Finance and Administration, the Superintendent of Schools for Duval County, the Managing Director of the JEA, the Managing Director of the Jacksonville Port Authority and the Director of Employee Services Department, or their designees, shall serve as an Employee Relations Coordinating Committee for the Consolidated Government. (b) The City's employee relations program shall recognize: (1) The responsibility of the Mayor as chief executive officer for executing the Charter and ordinances, recommending an annual budget and supervising the proper performance of all executive departments. (2) The responsibilities imposed by law upon the various governing bodies of the independent agencies. (3) The responsibility of the Council for the enactment of ordinances, the appropriation of money and the final determination of employee contracts as is provided for by law.
