Sec. 122.821. - Disposal of surplus vehicles and fleet equipment.

(a) Disposal procedures. In addition to the standard surplus disposal method provided in Section 122.811 , Ordinance Code, the Chief of Procurement is authorized to dispose of surplus vehicles and fleet equipment that are in operable and repairable condition but are no longer needed by the City. The Chief of Procurement may dispose of such surplus vehicles and fleet equipment without the necessity of a public sale auction in accordance with the following procedures: (1) The Chief of Procurement shall establish a minimum price for the sale of each surplus vehicle, with the advice of the Chief of Fleet Management, based on the Kelly Blue Book wholesale trade-in price for the same or similar vehicles in the same or similar condition. (2) In the absence of Kelly Blue Book price for the vehicles or fleet equipment, the Chief of Fleet Management and the Chief Purchasing Officer shall set a price for the vehicles or fleet equipment based on industry standard and practice for the same or similar vehicles or fleet equipment. In no event shall the minimum price be less than the average wholesale trade-in price for comparable vehicles or fleet equipment in the same similar condition. (3) With the prior approval of the Chief of Procurement, the Chief of Fleet Management may decide not to offer, any surplus vehicle for sale to the general public or another governmental organization if the vehicle may be used as a trade-in toward the purchase of new City vehicles. (4) If the Chief of Procurement is unable to dispose of any surplus vehicle pursuant to this Section 122.821 , the vehicle may be sold at public auction in accordance with the procedure set forth in Section 122.811 , Ordinance Code. The motor pool may set a minimum price on any surplus vehicle offered for sale at public auction pursuant to Section 122.811 .
