Sec. 126.602. - Legislative Findings.

The Council finds and declares that: (1) Several issues impede the progress of small and emerging businesses including, but not limited to, bonding issues, access to capital, education and training, insurance and lack of resources for growth; and (2) Growing Jacksonville small and emerging businesses ("JSEBs") is beneficial to the City and its residents.
