It is the Council's intent to require convenience businesses, grocery stores, restaurants, and banks to use security devices and security measures to protect employees and the consumer public from robbery and other violent crimes. With respect to convenience businesses, it is Council's intent that security devices, measures, and standards shall be no different than those standards contained in F.S. §§ 812.173 and 812.174, under State preemption. However, it is Council's intent to also apply those security standards to grocery stores and restaurants and it is the Council's intent to require banks to enhance video surveillance. This Chapter shall not apply to Urban Services Districts 2, 3, 4 and 5. (Ord. No. 2000-408-E, § 1)
