Sec. 185.401. - Finding and determination.

The Council finds that: (a) Dealers in secondhand precious metals and jewelry are operating without adequate regulation in the City; and (b) There is substantial reason to believe that such lack of regulation is resulting in increased criminal activity. Therefore, the Council determines that additional regulation of dealers in secondhand precious metals and jewelry is needed to preserve and protect the public health and welfare.
