Sec. 250.119. - Exemption.

No permit or fee shall be required under this Chapter for any person: (a) Engaged exclusively in the sale or distribution of newspapers, magazines, periodicals, literature, leaflets, books, pamphlets, or any other like materials protected under the First Amendment of the United States Constitution, or (b) On real property owned by a religious organization and engaged in the exercise of his or her religious beliefs, as protected by the Florida constitution and statutes, and/or the United States Constitution and statutes, who is otherwise compliant with the Duval County Health Department requirements or, (c) On real property owned by such individual or entity who is otherwise compliant with the Duval County Health Department requirements.
