Sec. 250.302. - Vending carts, display devices and accessory containers.

(a) All distributors and sidewalk vendors distributing or offering to distribute, or selling or offering to sell food must use and be limited to vending carts which shall be mobile and on wheels and shall be limited to a self-contained unit four feet wide by six and one-half feet high by six feet long as a maximum size. (1) Self-contained shall mean that the cart is not connected or attached to any building or other structure, and does not receive power or water from any building by means of wires, hoses, or other connections. (2) Each vending cart may be accompanied by no more than two ice chests, coolers, or other accessory containers; provided, that a proper trash receptacle as required by the Health Department may also accompany the vending cart. These accessory containers must be placed on or immediately adjacent to the vending cart, and may not be allowed to impede the free flow of pedestrian or vehicular traffic or to pose a safety hazard. In no circumstances shall the accessory containers be more than three feet from the carts. (3) Accessory containers must be made of a hard substance such as hard plastic or a metal and may not be made by Styrofoam, paper, paperboard or cardboard. (4) Accessory containers shall have a capacity of no more than 94 quarts. (5) Any cooking, heating, warming, freezing or cooling unit must be an integral part of the vending unit. (b) Distributors and sidewalk vendors who do not sell or distribute food shall be allowed to occupy up to 30 square feet with carts, tables, accessory containers or other displays or display devices. None of the distributor's or sidewalk vendor's carts, tables, accessory containers or other display devices shall be allowed to impede the free flow of pedestrian or vehicular traffic or to pose a safety hazard. No such distributor or sidewalk vendor shall receive power or water from any building by means of wires, hoses or other connections.
