Sec. 250.305. - Sales to occupants of vehicles.

No sidewalk vendor shall sell or attempt to sell any product or service to, or engage in or attempt to engage in any commercial transaction with, the occupant of any motor vehicle unless that motor vehicle is lawfully parked in a lawful parking place or parking lot or area, nor shall any sidewalk vendor stand or be upon the paved portion of any street in order to engage in or attempt to engage in any commercial transaction.
