Sec. 30.102. - Office of Resiliency; Establishment; Responsibilities; Chief Resiliency Officer.

Section: 30.102.

There is established within the Department an Office of Resiliency, which shall be responsible for: (a) The coordination, development, refinement, administration, integration, and communication of resilience policies and practices for the City; (b) The development and coordination of Jacksonville's Resiliency Strategy across all departments; and (c) Overseeing the coordination of high-priority resiliency projects, including securing funding for resiliency initiatives, monitoring, and reporting progress on those projects. Within the Office of Resiliency, a full-time position of the Chief Resiliency Officer ("CRO") is hereby created, which shall operate under the authority of, and report directly to, the Director of the Planning and Development Department. The CRO shall be appointed by the Mayor and approved by the Council and shall serve at the pleasure of the Mayor. The CRO shall serve as the chief liaison for all City operations relating to resiliency and shall be responsible to the Director for the development and coordination of Jacksonville's Resiliency Strategy across all departments. The CRO shall meet the following minimum qualifications: a master's degree or higher, from an accredited college or university, in engineering, environmental sciences, biology, sustainability, planning, or a closely related field; and four (4) years of progressively responsible professional work experience in sustainability planning, resiliency planning, or a related field.
