Sec. 30.107. - Department as central service.

The Department is a central service of the Consolidated Government and all City departments, offices and boards and all independent agencies of the City shall utilize the services of the Department in connection with comprehensive planning. The Department shall not perform project planning and operational programming for any City or independent agency nor shall the Department conduct or perform planning (except with respect to capital improvements) for criminal justice, social or health delivery systems or programs, except in either case by interagency agreement between the Director and the City or independent agency concerned.
