Sec. 360.203. - Effect of attainment plan.

An attainment plan approved by the Council shall govern the pollution control activities of the Board and the Director and shall be executed by them according to its terms. Every person who is operating an actual source of pollution shall do so in compliance with the attainment plan applicable to him; if he does not, he shall be required to create and submit to the Board a compliance plan under Part 3 or apply for a variance under Section 360.110 .
