Sec. 380.602. - Intent.

It is the intent of the City Council to provide high-quality nonresidential solid waste collection throughout the City as an element of the City's solid waste disposal and recovery system. Because of overriding public health, safety and welfare concerns associated with providing this service, it is necessary to regulate the collection of certain nonresidential solid waste through franchising of those services. The provisions of this Part will also ensure that the service is efficient and responds to public complaints, and that the public convenience and the public investment in right-of-way property is protected. No franchisee shall be entitled to compensation from the City if this program is terminated. (Ord. 93-1774-1411, § 1)
