Sec. 656.143. - Scope of review.

(a) The Council's review shall be a de novo review of the record and applicable law; provided, however, any council member may at any time view the property and consider that view. (b) The record shall include all evidence and testimony presented to the Commission or Downtown Development Review Board as well as any evidence presented to the appropriate committee of Council.
