Sec. 662.105. - Non-residents authorized library privileges.

The Board is authorized and empowered to extend borrowing privileges and the use of books and materials of the library system to persons who are not residents of the City, by either or any combination of the following methods: (a) The Board may charge users a fee equal to the cost of the service and, in this event, shall set terms and conditions by formal resolution of the Board which will insure that the cost of library service to nonresidents, as determined by the Board, shall be defrayed by nonresident borrowers and shall not be borne by the City. The Board may set library fees in amounts and for various classifications of users and may demand security deposits as the Board finds necessary to secure the library system against damage by the loss or damage of borrowed materials. (b) The Board may contract with the Board of County Commissioners of any adjoining County for free library service to the citizens thereof, upon such terms as the Board deems adequate to cover the cost to the City of the library services agreed to be furnished. (c) Persons who are the recorded owners of real property in Duval County on which they pay ad valorem taxes are hereby classified as resident citizens in so far as use of the City's free library system is concerned.
