Sec. 714.406. - Assessments.

The Assessment against the property owners shall contain the total costs of the Improvements as defined in this Chapter, and may include the optional costs, as elected by a property owner, for construction of facilities from the point of service or right-of-way line to dwellings or other structures by a licensed third-party plumber of the property owner's choice, or for the required JEA connection fees. The impacted property owners shall be assessed in the following manner: (1) All property owners shall be assessed pursuant to the approved Assessment method for costs, as defined in Section 714.102 (c), to construct the Improvement where cost benefit is demonstrated. (2) Administrative costs, including, but not limited to, those described in Section 714.102 (c). (3) Optional costs as elected by the property owner and authorized in this Section.
