Sec. 82.104. - Meetings; committees; task forces; voting and quorum.

(a) The Council on Elder Affairs shall meet at such times and places as shall be fixed by the rules of the Council on Elder Affairs and in accordance with Section 15.104 (Public Meetings location), Ordinance Code, and special meetings shall be called in accordance with the rules of the Council on Elder Affairs. Meetings will be conducted in such places as will assure open, reasonable, and convenient access to the public. (b) The Council on Elder Affairs may from time to time establish such committees and task forces as it deems necessary to carry out its functions including the preparation of reports and the handling of specialized projects. The Council on Elder Affairs has authority and discretion to initiate and modify any such request for a report or specialized project. A committee or task force may include persons who are not members of the Council on Elder Affairs. A committee and task force shall use the services and staff of the Council on Elder Affairs (except such services and staff as may be provided voluntarily and without cost to the City by other agencies and organizations). Committees and task forces shall report and make recommendations only to the Council on Elder Affairs at such times as the Council on Elder Affairs shall direct. The Council on Elder Affairs may take such action on such reports and recommendations as it deems advisable within its authority. (c) The Council on Elder Affairs' decisions and recommendations shall require a concurring vote of a majority of the members voting. A majority of the current membership of the Council on Elder Affairs, excluding vacant seats, shall constitute a quorum for the purpose of meetings and transacting business. A vacancy shall not impair the ability of a majority of the remaining members to execute all the duties and perform all the functions of the Council on Elder Affairs.
