Sec. 95.106. - Duties.

In implementing its purposes under this Chapter, the Commission shall have the following duties: (a) To conduct research studies, collect and analyze data and prepare maps, charts and tables for the accomplishment of its purposes. (b) To publicize and advertise its purposes, objectives and findings and distribute reports thereon. (c) To advise governmental units and the public concerning the improvement, development and protection of the St. Johns River and all tidal waters in Duval County. (d) To act as a coordinating agency for programs and activities affecting the improvement, development and protection of the St. Johns River and all tidal waters in Duval County. (e) To cooperate with the Planning and Development Department in the accomplishment of its purpose, act as a specialized adviser on the St. Johns River, all tidal waters and all saltwater, estuarine and riverine wetlands (Class I and Class II as defined in the 2030 Comprehensive Plan) in Duval County to the Planning and Development Department and provide such assistance to the Department as it may require when the Department has under consideration any plans or projects concerning the improvement, development and protection of the St. Johns River, all tidal waters, and all saltwater, estuarine and riverine wetlands (Class I and Class II) in Duval County, including recommendations on land use changes. Proposed land use amendments consisting of property less than one acre or which would yield less than five total residential units or less than 10,000 square feet of commercial, office or industrial uses total shall be considered de minimis and shall not be considered by the Commission. (f) To submit an annual report to the Council of its activities and of the problems and progress in the improvement, development and protection of the St. Johns River and all tidal waters in Duval County, and such interim reports as it deems necessary or as the Council requires.
