Section 11. - Grants, loans, and contributions.

The city shall have the power to contract with any person, the state, or any agency, department, or instrumentality, of the United States of America, or any agency, instrumentality, or corporation of or created by the United States of America with respect to such solid waste disposal and resource recovery system, or any part thereof, and shall also have power to accept and receive grants, loans, or contributions from the same, and, in connection with any such contract, grant, loan, or contribution, may stipulate and agree to such covenants, terms, and conditions as the legislative body of the city shall deem appropriate.
