Section 18. - Extraction of materials.

Nothing herein shall be construed to prohibit or limit private waste collectors from extracting from the waste they collect within the area affected by this act any materials that may have value to such collectors for purposes of recycling, reuse, or resale; provided, however, the city may adopt reasonable restrictions and regulations concerning such extraction within the area affected by this act for the protection of the public health, safety, and welfare.
