On July 1, 1997, all powers and duties formerly exercised by the authority pursuant to this act shall survive, be transferred to and become the powers and duties of the OED as provided in Section 24.08 of this charter. Thereafter the authority shall function as an advisory body to the OED to make findings of fact and render advice and assistance concerning the developing, planning, coordinating, stimulating, enhancing, promoting, or procuring sports-related facilities, organizations, and events for the citizens of the City of Jacksonville. The authority shall provide advice to the OED regarding activity designed to stimulate and promote sports events and related activities to be held and performed in whole or in part in greater Jacksonville economic area, and may recommend that the OED sponsor or cosponsor such events with private citizens or public or private organizations, or any combination thereof. The authority shall also assist the OED in obtaining maximum utilization of the sports facilities owned and operated by the city. The authority shall have and perform such other duties and responsibilities as may be assigned to it from time to time by the OED. The Office of Economic Development shall be responsible for and shall provide the authority all resources necessary for the authority to effectively achieve its duties and responsibilities.
