The provisions of this act being necessary for the welfare and prosperity of the State of Florida and the City of Jacksonville, and the inhabitants thereof, shall be liberally construed to effect its purposes. (Laws of Fla., Ch. 82-312, § 14; Laws of Fla., Ch. 99-459, § 16)
