Sewer/Water Licensing in Jacksonville city, Florida

Who Needs a License

Any person who contracts to construct, repair, or maintain sewer or water systems in Jacksonville must hold a current Florida contractor license in the appropriate classification. Under Fla. Stat. § 489.105, a "contractor" is defined as any person who undertakes to, offers to, or holds themselves out as able to construct, repair, or improve any building or structure, including water and sewer infrastructure.

If your work involves installing, modifying, or servicing water distribution lines, sanitary sewer lines, or related appurtenances as a primary business activity, licensure is mandatory. Design professionals, inspectors, and those performing minor maintenance may have exemptions (see below).

How to Get Licensed

  1. Determine your classification. Sewer and water work typically falls under the "General Contractor" or specialized utility contractor classifications. Contact the Construction Industry Licensing Board under Fla. Stat. § 489.107 to confirm the appropriate category for your specific scope.

  2. Meet qualifications. Under Fla. Stat. § 489.113, you must demonstrate four years of experience in the trade (or equivalent education/apprenticeship) and pass the Florida Contractor Certification Exam for your classification.

  3. Apply for licensure. Submit your application to the Construction Industry Licensing Board. Provide proof of experience, examination scores, workers' compensation insurance, and a surety bond.

  4. Obtain municipal clearance. Contact the Jacksonville Building Department to confirm any local application requirements before beginning work.

Local Requirements

In Jacksonville, all contractors performing sewer and water work must comply with Jacksonville Municipal Code. Review the current code for local permitting, inspection, and technical standards that may exceed state minimums. Pull permits through the Jacksonville Building Department before commencing any regulated work. The city may impose additional bonding, insurance, or technical certifications beyond state law.

Exemptions

Under Fla. Stat. § 489.103, the following are exempt from licensure:
- A property owner performing work on their own property (in some cases)
- Employees of a licensed contractor working under direct supervision
- Public utilities and their employees performing work in their ordinary course of business
- Certain in-house maintenance personnel for large facilities

Note: These exemptions are narrow. Verify your specific circumstances with the Construction Industry Licensing Board before assuming exemption applies.
