Placing of straw ballots in city elections

Section: 10-1

(a)

The city council by a two-thirds vote may enact an ordinance placing straw ballot questions or propositions on the ballot at a municipal election so as to obtain an expression of voter sentiment with respect to matters of substantial governmental concern within the city. A question or proposition calling for a straw vote may be placed on the ballot in the regular city election and in any special city election called for other purposes. No special election may be called solely for the purpose of conducting a straw ballot.

(b)

The heading "Straw Ballot—Nonbinding," shall be written in boldface letters at the top of each such proposition or question so placed on the election ballot so as to notify voters that it is an unofficial poll of public opinion.
