Definitions

Section: 11-4

For the purpose of this chapter, certain abbreviations, terms, phrases, words and their derivatives shall have the following meanings:

Building system means a functionally related group of elements, components and/or equipment, such as the electrical, plumbing and mechanical systems of a building.

Certificate of occupancy (C.O.) means an official document evidencing that a building satisfies the requirements of the city for the occupancy of a building.

Change of occupancy means a change from one (1) Standard Building Code occupancy class to another.

Change of use means a change from one (1) zoning use classification to another.

Commercial building means any building, structure or improvement other than a one- or two-family dwelling.

Department means the fire marshal's office of the city fire department.

Establishment means a single-tenant building or facility or each nonresidential tenant of a multiple-tenant building or facility.

Facility means such improvements to real property as tank farms and industrial installations not under roof.

False fire alarm means the activation of a fire alarm system through mechanical failure, malfunction, improper installation or the negligent or intentional misuse by the owner or lessee of an alarm system or by his employees, servants or agents or any other activation of the alarm system not caused by fire or smoke. It is a rebuttable presumption that a fire alarm is false if personnel responding from the fire department do not discover any evidence of fire or other emergency after following normal fire department operating procedures in investigating the incident. An alarm is not false if the alarm user proves that:

(1)

An individual activated the alarm based upon a reasonable belief that a fire-related emergency existed; or

(2)

The alarm system was activated by severe weather conditions, telephone line trouble, external power failure or other conditions which are clearly beyond the control of the alarm user.

Fire alarm system means any mechanical or electrical device which is designed to be used for the detection of fire or smoke in a building, structure or facility or for alerting others of a fire or smoke condition within a building, structure or facility or both and which emits an alarm within the premises or transmits a signal to the fire department or both.

Fireworks means the same as defined in F.S. § 791.01.

Governmental or public facilities means capital improvements and/or buildings or structures owned by or leased by and directly related to the operation of city, county, state and federal governments, agencies, authorities or departments including, but not limited to, governmental offices, police and fire stations, airports, waterports, parking facilities, offices, equipment yards, sanitation facilities, schools, parks and similar facilities in or through which general government operations are conducted.

License means a city occupational license tax receipt.

Permit means an official document authorizing performance of a specific activity regulated by this chapter.

Permit card or placard means a document issued by the city evidencing the issuance of a permit.

Physical value means the county property appraiser's assessed value or a certified appraisal by a person appropriately licensed to provide appraisals of real estate.

Remodeling means work which changes the original size, location or material of the components of a building.

Residential building means any one- or two-family building or accessory structure.

Sparkler means the same as defined in F.S. § 791.01.

Structural component means any part of a building or structure which is integral to the structural integrity thereof.

Substantial completion means the construction work has been sufficiently completed in accordance with the applicable city, state and federal codes so that the owner can occupy or utilize the project for the use for which it is intended.

Value means job cost.
