Failure to obtain permit
Section: 11-55
Any person who shall commence any work regulated by this chapter without first obtaining a permit therefor shall, if subsequently permitted to obtain a permit, pay double the permit fee prescribed for the work and any other administrative fees or fines as set forth by this chapter. This section shall not apply to emergency work when failure to commence the same immediately would clearly have placed life or property in imminent danger, but in all such cases a permit must be obtained as soon as it is practicable, and if there is any unreasonable delay in obtaining such permit, a double fee shall be charged. The payment of a double fee shall not preclude nor be deemed a substitute for prosecution for commencing work without first obtaining a permit.
