Powers and duties of the parks and recreation department director

Section: 16-1

The department director shall have the custody, control, and management of all real and personal property heretofore or hereafter designated or acquired by the city for parks, playgrounds, recreation facilities, and other recreational purposes and may:

(1)

Plan, lay out, improve, develop, embellish, preserve, and maintain all department managed lands and recreation facilities.

(2)

Construct, reconstruct, alter, and renew buildings and other structures and facilities, and equip and maintain the same.

(3)

Employ qualified superintendents, engineers, architects, parks and recreation professionals, and such other officers or employees as may be deemed necessary.

(4)

Provide, conduct, and supervise recreational programs.

(5)

Charge and collect reasonable fees for the use of department managed lands, privileges, and conveniences as may be provided herein.

(6)

Operate revenue producing facilities and accommodations in or upon properties owned or controlled by the city for the aforesaid purposes and let out the same upon such terms and conditions as are deemed to be in the public interest.

(7)

Develop and administer rules and regulations governing the activities within department managed lands in furtherance of the mandates and provisions of this chapter.

(8)

Establish policies and procedures for the reservation of department managed lands.

(9)

Establish policies and procedures for Franklin Street Mall.

(10)

Develop and administer rules and regulations pertaining to all city cemeteries pursuant to Chapter 8, Cemeteries Code.

Develop and administer rules and regulations governing the operation of water taxis within city marinas, docks, waterways and parks.
